Resumen:
Introducción: entender la política de regulación o de mejora regulatoria hace necesario distinguir dos posturas de aplicación: la jurídica y la económica. Las normas oficiales mexicanas son regulaciones técnicas y de orden jurídico que permiten a las distintas dependencias gubernamentales establecer parámetros evaluables para evitar riesgos a la población. En el último decenio han adquirido gran importancia en el sistema jurídico mexicano, son expedidas con fundamento constitucional, y determinan procesos y programas necesarios para garantizar la seguridad de los pacientes y la calidad de los servicios. Desarrollo: en el año 2007 se incluyeron seis normas oficiales mexicanas en el Programa Nacional del Comité de Normalización de Innovación, Desarrollo, Tecnologías e Información en Salud. Con estos se pretende contribuir a lograr que el Estado mexicano dé cumplimiento cabal a las garantías previstas en el máximo ordenamiento legal, inscrito en el artículo 4o de la Constitución Política de los Estados Unidos Mexicanos, el derecho a la protección de la salud.
Conclusiones: la regulación en el área de salud por medio de normas oficiales es un hecho relevante en México. Se pretende la protección de las personas a quienes se les brinda la atención médica para responder de manera efectiva a las demandas de salud del país. Es por ello que se determinó elaborar las normas oficiales mexicanas que atendieran los aspectos en materia de atención de enfermería.
Abstract:
Introduction: To understand regulatory policies or regulatory reform it is necessary to distinguish between two views of their application: the legal and the economic. The official Mexican standards are technical regulations and legal standards that enable government agencies to establish measurable parameters to avoid risks to the population. In the past decade they have become very important in the Mexican legal system. They are issued with a constitutional basis, and determine processes and programs necessary to ensure patient safety and quality of services.
Development: In 2007, six new official standards were included in the National Standards Committee for Innovation, Development, and Health Information Technology. They are intended to help ensure that the State is in complete compliance with the safeguards provided by the legal system, enshrined in Article 4 of the Constitution of the United Mexican States; the right to the protection of health. Conclusions: Regulation through official standards in the area of health is a significant event in Mexico. The aim is to protect the people who are providing care, so they may respond effectively to the health needs of the country. Therefore, we are determined to develop official standards that apply to nursing care.
